What is PCI DSS?

Who Needs PCI DSS Compliance in Nigeria?

The 12 Requirements of PCI DSS

PCI DSS version 4.0 — the current version — is organized around 12 core requirements grouped into 6 goals. Here is what each requirement means in practical terms:

GOAL 1: Build and Maintain a Secure Network and Systems

R1Install and Maintain Network Security Controls Your organization must have properly configured firewalls that control what traffic can enter and leave your card data environment. Every connection point must be secured and monitored. Examples: Firewalls between internet and cardholder data systems, restricting unnecessary inbound and outbound traffic
R2Apply Secure Configurations to All System Components All systems that handle card data must be configured securely. Default passwords and settings from manufacturers are often known to hackers and must be changed before deployment. Examples: Changing all default passwords, disabling unnecessary services, documenting all system components

GOAL 2: Protect Account Data

R3Protect Stored Account Data If your organization stores any card data, it must be protected using strong encryption. Sensitive data like full card numbers must never be stored in plain text. Examples: Encrypting stored Primary Account Numbers (PAN), masking card numbers on receipts, not storing CVV codes
R4Protect Cardholder Data with Strong Cryptography During Transmission Any card data transmitted across open or public networks must be encrypted using strong cryptography to prevent interception by attackers. Examples: Using TLS 1.2 or higher for all web transactions, encrypting data sent between payment systems

GOAL 3: Maintain a Vulnerability Management Program

R5Protect All Systems Against Malware All systems that interact with card data must be protected against malware including viruses, ransomware, and spyware. Anti-malware solutions must be deployed and kept up to date. Examples: Installing and updating antivirus on all applicable systems, regular malware scans, anti-phishing controls
R6Develop and Maintain Secure Systems and Software All software used to process card data must be developed securely and kept updated. Known vulnerabilities must be patched within defined timeframes. Examples: Regular security patching, secure code reviews, vulnerability assessments, web application firewalls

GOAL 4: Implement Strong Access Control Measures

R7Restrict Access to System Components and Cardholder Data by Business Need Only authorized personnel should be able to access cardholder data — and only to the extent required for their specific job role. Access must be controlled and documented. Examples: Role-based access control, restricting database access to only authorized applications and administrators
R8Identify Users and Authenticate Access to System Components Every person who accesses systems that handle card data must have a unique user ID. Strong authentication must be enforced, including multi-factor authentication for remote access. Examples: Unique user IDs for all staff, MFA for administrator access, strong password policies, session timeout controls
R9Restrict Physical Access to Cardholder Data Physical access to systems that store or process card data must be controlled. Unauthorized individuals must not be able to physically access servers, data centers, or card processing equipment. Examples: Visitor access logs, secure server rooms, surveillance cameras, destruction of physical media containing card data

GOAL 5: Regularly Monitor and Test Networks

R10Log and Monitor All Access to System Components and Cardholder Data All access to network resources and cardholder data must be logged. These logs must be monitored and retained for at least 12 months to detect and investigate suspicious activity. Examples: SIEM solutions like Wazuh for log monitoring, audit trails for all system access, daily log reviews
R11Test Security of Systems and Networks Regularly Regular testing must be conducted to identify and address vulnerabilities before attackers can exploit them. This includes penetration testing, vulnerability scanning, and intrusion detection. Examples: Quarterly vulnerability scans by approved scanning vendors, annual penetration testing, wireless access point detection

GOAL 6: Maintain an Information Security Policy

R12Support Information Security with Organizational Policies and Programs Your organization must have a comprehensive information security policy that addresses all PCI DSS requirements. Staff must be trained on security policies and procedures regularly. Examples: Written information security policy, annual security awareness training, incident response plan, third-party vendor management

PCI DSS compliance requirements vary based on the volume of card transactions your organization processes annually:

  1. Determine your merchant level based on transaction volume
  2. Identify the scope of your cardholder data environment — where is card data stored, processed, and transmitted?
  3. Conduct a gap assessment to identify where you currently fall short of PCI DSS requirements
  4. Develop a remediation plan to address each gap
  5. Implement the required security controls across all 12 requirements
  6. Conduct a vulnerability scan by an Approved Scanning Vendor (ASV)
  7. Complete your Self-Assessment Questionnaire or engage a Qualified Security Assessor
  8. Submit your compliance documentation to your acquiring bank
  9. Maintain compliance through continuous monitoring and annual assessments
